MCA updates guidance for small-vessel navigation
The Maritime and Coastguard Agency (MCA) has released updated guidance to support the safe use of digital navigation systems by smaller commercial vessels.
The amendment to Marine Guidance Note (MGN) 319 (M+F), published on Monday (13 January 2025), introduces updated standards and compliance requirements for electronic chart systems used on commercial vessels up to 24 metres in length.
The updated guidance specifies accepted standards for equipment, including screen size and essential features for using official charts. It aims to assist both seafarers and manufacturers of digital navigation hardware and software in transitioning from paper charts to electronic systems. The guidance also outlines the necessary provision for suitable backup arrangements to ensure safety.
Small Vessel Electronic Chart Systems (SV-ECS) is the new term introduced for compliant systems under the updated standards.
Mike Bunton, MCA head of navigation, says: “Clear and reliable navigation systems, when used by a well-trained navigator, can significantly improve safe navigation at sea. The MCA is updating its guidance to stay ahead as technology develops and maritime practices change.
“With safety in mind, this Marine Guidance Note update supports operators to understand their obligations clearly. It also guides manufacturers of electronic charting hardware and software so their products provide the tools needed for safe and efficient navigation.”
The amendment has been developed in consultation with industry stakeholders and manufacturers of electronic chart systems.
The standards apply to small commercial vessels under the UK flag operating in UK waters, including motor vessels, sailing vessels, workboats, pilot boats, and sport or pleasure vessels up to 24 metres in load line length. While the new standards apply only to hardware and software installed after 31 July 2026, existing Mini-ECDIS-compliant systems installed before this date remain accepted.
